WORK PACKAGES

This project will be organized through seven work packages:

  • Work Package 1 - ‘Project Management’ will be undertaken by the project coordinator, UNU-CRIS, acting as the general manager with respect to administrative / technical issues, and with respect to scientific issues.
  • Work Package 2 – ‘Theoretical and conceptual approach’ will refine the definitions and conceptualizations of multilateralism, security and multilateral security governance, in the framework of the EU’s external action.
  • Work Package 3 – ‘Multilateral cooperation forms (Transversal Issues)’ will look at the institutional context for multilateral cooperation, namely the cooperation frameworks in which the EU is involved (global, regional, interregional), comparing them to the growing bilateral cooperation with particular states, and the way of harmonizing this response to a growingly multipolar world with its multilateral commitments.
  • Work Package 4 ‘Case-Studies I (Traditional Security Issues)’ will look at three security issues, more traditional in nature (to the extent that they are directly linked to violence and military security conceptualizations): internal/regional conflict (both in the phases of violent conflict/crisis management and reconstruction/peacebuilding); terrorism and WMD proliferation. These three issues will be analysed in the extent in which they are being dealt with through multilateral and bilateral cooperation. The consortium will focus on a number of case studies to understand better the different cooperation dimensions and practices.
  • Work Package 5 – ‘Case-Studies II (New Security Issues)’ will look at three less traditional security issues, related to the new conceptualization of security and the mainstreaming of new threats/risks into the security agenda: migration, energy security and climate change and severe human rights abuses. As in the previous package (WP4), these three issues will be analysed in the extent in which they are being dealt with through multilateral and bilateral cooperation.
  • Work Package 6 - ‘Foresight and Scenario Building’ will undertake scenario building and foresight exercises in order to suggest present and future roles of the EU in multilateral security governance.
  • Work Package 7 - ‘Policy-dialogue’ will assure a permanent interaction with the target public through public events (workshops, seminars and conferences) and publications (policy-briefs, working papers, peer reviewed articles and a book).
